Why the hardware effectively costs nothing too
On Tata Play and Dish TV, the entire Rs 3,600 you pay is credited to your account as viewing balance. You spend it on whichever monthly pack you choose. So you are not paying Rs 3,600 for hardware and installation - you are pre-paying for television, and the box, dish, LNB, remote, cabling and installation visit come with it at no extra cost.
On DD Free Dish the arithmetic is different but arguably better: Rs 3,200 buys the hardware and the installation outright, and there is no monthly cost at all, ever.

There is no installation because there is nothing to install - it is for households whose dish is already mounted and aligned, and it is delivered to your door for you to connect. Refunds, stated plainly
Installation is the point of no refund - once a connection is installed and activated, the service has been delivered. Before installation, if you cancel from your side and we were able to provide the service, 12% is deducted for TDR and service charges and the balance is refunded. If SATITV cannot provide the service at your location, you are refunded 100% with nothing deducted.
