How the balance works, on both
You pay Rs 3,600 and the whole amount is credited to your account with that operator as viewing balance. Your monthly pack then draws from that balance: a pack of roughly Rs 300 a month runs for about a year, a lighter pack longer, a premium pack faster.

Refunds, stated plainly
Installation is the point of no refund - once a connection is installed and activated, the service has been delivered. Before installation, if you cancel from your side and we were able to provide the service, 12% is deducted for TDR and service charges and the balance is refunded.
